This article proposes a merger between three DoD organizations that operate primarily within embassies: the Defense Attaché Office (DAO), Security Cooperation Office (SCO), and Force Protection Detachment (FPD). It is argued that the combination of these three will improve DoD’s overall military-to-military engagement with the host country and sharply reduce costs.
