This paper summarizes the findings of a Counter Ideological Support to Terrorism (CIST) conference held in June 2005 at the U.S. Army War College. This was one of a series of conferences focused on identifying the underlying causes of extremist activity, and developing strategies to combat them. These underlying causes include economic factors, social pressures, lack of opportunities and education, and others.
