This article discusses the challenges of promoting and exporting Western models of civil-military relations (CMR) under the new headings of security sector reform (SSR) and stabilization. It is argued that the absence of a solid framework for promotion of these reforms to less developed states causes more harm than good, and four factors that impede the exportation of CMR models are discussed in depth.
