This thesis seeks to make a distinction between the “terrorism-as-crime” and “terrorism-as-war” paradigms, and argues that there are important implications inherent in each of these approaches to the War on Terror. These divergent paradigms impede unity of effort and purpose, potentially creating a vulnerability that our enemies can exploit.
