Colyer, Kevin C. “A Command and Control Structure for Joint Interagency Counterterrorism Operations Involving Weapons of Mass Destruction within a Regional Commander-in-Chief’s Area of Responsibility.” Master’s Thesis, Command and General Staff College, Fort Leavenworth, KS, 2001. (accessed 18 October 2011).

This thesis describes the problem of state or nonstate actors conducting terrorism utilizing weapons of mass destruction against U.S. personnel, and presents a command and control structure that meets the requirements of the operation to solve this dilemma. It then compares this model to current command and control models, revealing gaps in the current system.
