This thesis describes the problem of state or nonstate actors conducting terrorism utilizing weapons of mass destruction against U.S. personnel, and presents a command and control structure that meets the requirements of the operation to solve this dilemma. It then compares this model to current command and control models, revealing gaps in the current system.
