This article discusses efforts by the U.S. military to move beyond military planning that focuses on traditional friendly vs. adversary forces. It argues that myriad other factors, such as civilians, refugees, warring clans and other factions, and other entities complicate matters far more than is currently taken into account during operation planning. In order for the U.S. military to adjust to this new, more complicated environment, a new planning process must be created.
