USAID releases new human trafficking policy

The United States Agency for International Development (USAID) released its new Counter-Trafficking in Persons Policy in February 2012. The new policy lays the groundwork for USAID counter-trafficking in persons (C-TIP) programs and highlights the importance of partnerships with the State Department, DoD, and other stakeholders.

Included in the C-TIP policy is the 4 Ps Paradigm and USAID’s goals for interagency collaboration.  The 4 Ps Paradigm emphasizes the importance of preventing trafficking in humans, protecting human trafficking victims, prosecuting those who participate in human trafficking, and partnering with other agencies and organizations to successfully combat human trafficking. Some of USAID’s other C-TIP goals include increased collaboration with in-country partners, especially the State Department; developing regional approaches to combating human trafficking in collaboration with DoD Combatant Commands, the State Department, and other regional interagency partners; and increased private sector collaboration.  The policy also states that future USAID C-TIP programs will place greater emphasis on support for local partners.
