Course focuses on interagency humanitarian operations

Nearly 40 U.S. Army Africa (USARAF) personnel recently attended a two-day Joint Humanitarian Operations course. The course was taught by instructors from the U.S. Agency for International Development (USAID), Office of the U.S. Foreign Disaster Assistance (OFDA).

The course highlighted the relationship between USAID OFDA and the U.S. military is responding to Humanitarian Assistance/Disaster Relief (HA/DR) missions. The goal of the course was to prepare USARAF participants to work collaboratively during HA/DR operations.

The importance of such training and preparation was underscored by USAID OFDA civilian/military humanitarian advisor John Zavales and USARAF chief of staff Col. Pedro Almeida. “The chaos […] after a disaster is not the time to learn the roles and capabilities of other agencies,” said Zavales. In his introduction of the course and staff Almeida stated that the course was an example of the benefits of both military and civilian organizations working together.

Information sharing and joint planning were among the subjects discussed during the course.
