A master’s thesis regarding the effectiveness of military public health interventions during stability operations in fragile or failing states. It seeks to establish measures of effectiveness (MOE), and argues that addressing causes of mortality, especially infant mortality, is the best way to break the cycle of poor health and to reach the desired end: a stable state. Furthermore, it argues that many military public health activities within stability operations are limited by their short-term nature and emphasis on direct-care instead of measures that are preventive in nature and promote long term stability. The student author seeks to establish these MOE in an effort to understand if changes to current military practices are necessary
