This paper seeks to identify and compare practices of intergovernmental relations (IGR) across all levels. It defines IGR, discusses various instruments that aid in the practice of IGR, and raises various issues and concerns in IGR research. Particular attention is given to how intergovernmental relations occur in the United States at the federal, state, and local level.
