This article discusses the formation of state defense forces (armed forces created by and based in individual states to augment or replace the National Guard), the historical perspective on these forces, and possible uses for them in the future. It advocates for the creation of persistent state defense forces, and argues that they are an effective way to increase the United States’ capacity to deal with catastrophic attacks or disasters.
