This handbook focuses on three types of interagency complex contingency operations: natural disaster assistance, post-conflict restoration, and noncombatant evacuation operations. It seeks to increase the knowledge of government agency personnel of the function, organization, capabilities and limitations of other entities they may be cooperating with during these operations.
