This article describes the relative impacts of two manuals on counterinsurgency (COIN): Field Manual 3-24, Counterinsurgency and the U.S. Government Counterinsurgency Guide. It discusses why the former became a part of the accepted COIN literature while the latter was never widely read or distributed. This article highlights the limitations of doctrine in shaping institutional behavior in a civilian interagency environment.
