This report focuses on the response efforts to Hurricane Katrina. The Katrina disaster had many of the same characteristics of a terrorist attack in terms of the death toll and level of destruction. Thus, Hurricane Katrina provides a case study for the problems that can arise during the response to such an event, and help to better prepare the United States for future disasters of similar magnitude.
