This thesis is a case study of the New York City Urban Search and Rescue Task Force, which combines elements from the New York Fire Department and Police Department. The case study seeks to evaluate the interagency effectiveness of this task force, and determine whether it can be used as a model for streamlining interagency first-response operations in the future.
