This paper is concerned with nuclear threat reduction, especially the Nunn-Lugar Cooperative Threat Reduction program. It reviews and critiques the techniques developed and used by the Nunn-Lugar program to date, and specific ways in which these techniques can be used to eliminate the various types of nuclear threats faced by the United States.
