Dunford: Change coming to the Department of Defense

Earlier this month, Chairman of the Joint Chiefs of Staff Marine Corps General Joe Dunford, spoke of coming changes at strategic levels in the Department of Defense (DoD). His remarks came during the Association of the U.S. Army annual meeting.

Dunford discussed the use of the “four-plus-one” scenario as a force-sizing construct, focusing on Russia, China, North Korea, Iran and violent extremism. According to Dunford, this construct will ensure the U.S. military is prepared for a variety of situations and adversaries.

“As a nation that has to think and act globally, we don’t have the luxury of choosing between a force that can fight [the Islamic State of Iraq and the Levant] and one that can deter and defeat a peer adversary,” said Dunford. “Nor do we have the luxury of choosing between our current operational requirements and develop the capabilities we will need tomorrow.”

Dunford also spoke about the blurring lines between peace and war, and how any conflict would likely grow to involve multiple regions and commands.

Changes are also coming to the National Military Strategy. According to Dunford, the document, which will be signed later in the year, “will provide a framework inside which we can integrate the joint force from the very beginning.”
