A 2011 Prism interview with General William E. Ward, Commander of U.S. Africa Command (AFRICOM). Ward addresses the differences in planning culture between civilian agencies operating in Africa and the military, as well as the impediments to integration between these two sides. The goals and operations of AFRICOM, such as conflict prevention, development work, support to civilian aid agencies operating on the continent, and relationship building between U.S. military and African host country militaries, are discussed.
