This paper discusses the problems of being part of a “coalition against terror”. Multiple coalitions exist, largely independent of one another, but are often linked by common purposes and goals. These commonalities can cause challenges, and the creation of an effective counterterror strategy must take these challenges into account. Effective ways to identify and counteract these problems are described in the paper.
