This report seeks to identify trends in post-conflict contingency operations conducted by the State Department and USAID around the world for the past two decades. These contingency operations include humanitarian efforts, conflict prevention, and natural disaster relief. Such trends are difficult to determine, but can be used to provide an analytic baseline from which to draw conclusions about future operations.
