This article critiques the post-conflict planning (or lack thereof) in Iraq following the ouster of Saddam Hussein’s government. It describes the disconnect between the military and civilian agencies, and argues that the lack of an effective interagency stabilization and reconstruction plan exacerbated the already difficult situation in the country. The article draws lessons from this situation, and applies them to a broader context of future post-conflict operations.
