This monograph describes the Civil Operations and Rural Development Support (CORDS) program that was implemented in Vietnam and coordinated the efforts of all agencies involved in the war. It then applies the lessons learned from CORDS to the situation in Iraq. It concludes by recommending that the U.S. government adopt a CORDS-like approach to Iraq, and that stability and reconstruction efforts be consolidated under the DoD to achieve unity of effort in the country.
