This thesis considers how authorities in New York State can improve their situational awareness and information sharing capabilities. It seeks to provide an understanding of the concept of situational awareness, and explores how models of information sharing support collaborative group efforts. The thesis argues that existing models of information sharing are insufficient and fail to provide enough dimensions for understanding. It concludes by recommending various ways to address these gaps, and to create a new, more successful model for collaboration.
