This is a video clip of a speech by James Stephenson at the Library of Congress. He talks about his book Losing the Golden Hour: An Insider’s View of Iraq’s Reconstruction. In his book Stephenson talks about his work as the U.S. Agency for International Development (USAID) mission director in Iraq from 2004 to 2005. He argued that the Coalition Provisional Authority was dysfunctional and was staffed by people who had little experience in nation-building.
