This article describes the experience of General Geoffrey Keyes, the military high commissioner of the post-WWII occupation forces in Austria. Keyes’ struggles against clashing departmental and agency cultures, evolution beyond a simple military officer into an effective policy maker, and eventual influence on U.S. Cold War strategy all demonstrate the problems inherent in interagency operations. The author uses Keyes’ experience to highlight the need for a cogent framework for interagency cooperation, and to demonstrate the danger of entering into such an operation without a guiding framework or doctrine to harmonize efforts.
