This thesis examines U.S. Army rule of law doctrine and initiatives in Iraq and Afghanistan and their implications on women’s rights. It argues that rule of law programs can be developed with an emphasis on women and that women’s input is necessary for this development. On a broader level, the thesis argues that a guiding coalition must be formed to take the lead on rule of law programs in general, and women’s rights programs in particular.
