This is a report containing the conclusions of an expert’s roundtable discussion at the Center for Naval Analysis. The primary purpose of this meeting was to frame a public-private discussion about catastrophes, to identify fundamental shifts in established perspectives and actions caused by catastrophe, and to explore the difference between catastrophes, emergencies, and major disasters.
