This thesis aims to gain a better understanding of mayors’ and governor’s experiences with their fusion centers as the primary leaders accountable to their constituencies. It will provide recommendations on developing a robust mutual engagement, and seeks to emphasize the primary roles that mayors and governors play in homeland security.
