This act broadly affects federal anti-terrorism laws and implements various reforms within the intelligence community. It establishes the position of the Director of National Intelligence, the National Counterterrorism Center, and the Privacy and Civil Liberties Oversight Board. It also provides for stricter controls on transportation security, border protection, immigration and visas, and seeks to implement the findings of the 9/11 Commission.
