This article suggests that recent developments in intergovernmental relations offer some promise for building new institutions of intergovernmental analysis, more effective paradigms of intergovernmental public management, and greater horizontal cooperation. The author discusses how intergovernmental cooperation has evolved since the 1955 Commission on Intergovernmental Relations.
