This report, created for Committees and Members of Congress, summarizes and categorizes the various arguments for national security reform. Many of these arguments are in favor of completely reorganizing the US government to provide more thorough and responsive national security measures. The report identifies many of the shortcomings highlighted in these calls for reform, and identifies the key proponents of change.
