This report contains the results of a study on the appropriate role of the Department of Defense with respect to homeland security. It is divided into four sections: 1) Homeland defense including air defense, 2) civil support and its underlying processes, 3) the creation of U.S. Northern Command, and 4) DoD’s anticipated interaction with the new Department of Homeland Security.
