This is a comprehensive review of the core functions and competencies of the State Department and the U.S. Agency for International Development (USAID): diplomacy and development. It assesses current activities and recommends improvements. It is the first QDDR ever written, and complements the quadrennial reviews of the Department of Defense and the Department of Homeland Security.
