This monograph introduces the Systemic Operational Design (SOD) method of thinking as an approach to effective integrated operations and enhanced interagency cooperation. It also argues that the lack of an operational level of planning in organizations that conduct disaster relief creates a significant degree of tension that can be alleviated by the SOD method.
