This study reports the findings of interviews of 13 middle managers and 10 top managers from the utility organizations in and around Mesa, Arizona. In addition to interviews, the managers in this case study completed a survey on collaborative capacity, which provides a lens for examining the factors that enable and impede cross-sector collaboration in the City of Mesa and the interdependent sectors.
