This monograph examines how lines of effort (LOE) can effectively assist operational commanders in achieving unity of effort with multiple Joint, Interagency, Intergovernmental and Multinational (JIIM) partners in a counterinsurgency (COIN) environment. The author uses contemporary case studies from Operation Iraqi Freedom to examine if LOE were used to facilitate organizational change.
