This article proposes wide-ranging national security and interagency reform within the United States government, and argues that the United States is not as ready as it could be to respond to the complex threats of today. Specifically, this reform would include “legislation [that] would institutionalize the interagency process by mandating major structural and cultural changes to streamline the decisionmaking hierarchy and establish new methods and organizations that develop policy options, implement strategies, and integrate Government actions.”
