This thesis examines the interagency process at the operational, specifically regional, level of command. The author asserts that the current construct is insufficient to meet the changed security environment of the post-Soviet world, and that attempts to formalize the process through creation of Joint Interagency Coordination Groups at the Regional Commands are also inadequate.
