This chapter argues for a National Risk Communication Strategy to reduce the indirect consequences of a terrorist attack. Death, injuries, and/or illnesses are among the obvious direct consequences of a terrorist event. There are also direct economic costs, such as the loss of property. These direct consequences are difficult to minimize because terrorist attacks are normally sudden and unexpected.
