This monograph examines interagency coordination in complex environments and Presidential Decision Directive 56, The Clinton Administration’s Policy on Managing Complex Contingency Operations. The author asserts that supra-departmental control of the interagency process at the operational level is needed, and that such control would enable effective oversight of interagency planning and reduce departmental friction.
