This monograph examines interagency cooperation and integrated action in stability and reconstruction operations. The author asserts that successful operations hinge on the ability of the United States and coalition partners to fill the security gap and set the conditions for the transition of security, rule of law, governance and economic and social well-being to the indigenous population in order to establish the conditions for long-term governance.
