These Conference Proceedings capture the results of a Project on National Security Reform Conference presentations and discussions. The Conference reinforced tentative findings from PNSR research efforts, revealing a growing consensus that the inability of the United States government to integrate and resource the elements of national power well is a longstanding, increasingly dire, and complex problem.
