This paper examines the abuse scandal at Abu Ghraib. The author makes two suggestions for government intervention, including increased resources for contract administration. The author also suggests that the proliferation of interagency indefinite-delivery contract vehicles and the incentives that derive from fee-based purchasing vehicles have led to many problems in public contracting.
