This monograph examines the threat of weapons of mass destruction. The author also examines the National Guard, stating that the National Guard’s integration with state agencies makes it a model for civil military interagency cooperation, and its infrastructure is a well positioned base to establish a comprehensive WMD defense throughout the nation.
