This chapter argues that the U.S. interagency foreign-service apparatus is flawed. The current concept of coordinating interagency operations under the State Department’s Office of the Coordinator for Reconstruction and Stabilization (S/CRS) cannot work effectively because S/CRS does not have the required authority or operating framework to meet its coordination responsibilities across the interagency community.
