This thesis describes the impetus behind U.S. Africa Command’s (AFRICOM) formation, its planned innovative interagency collaboration design, and includes a snapshot of the planned headquarters organization. The thesis suggests that European Command’s AFRICOM Transition Team has taken the wrong approach in its organizational command and control design, essentially disaggregating interagency collaboration at the highest levels of command.
