This article explores the possibility of a merger of the Homeland Security Council (HSC) and National Security Council (NSC). Merging HSC and NSC staffs into a single organization would bring them together and begin building a corporate culture of cross-fertilization and integration during policy development, which the authors assert is sorely needed in the broader homeland security enterprise.
