This is a testimony given by Nora Bensahel, Senior Political Scientist at RAND Corporation, before the Armed Services Committee Subcommittee on Oversight and Investigations of the U.S. House of Representatives. It describes the various problems and limitations of the United States and its allies that undermine the success of stability operations around the world and the limitations of reform efforts that seek to overcome the aforementioned problems.
