This article builds on recent contributions to the study of civil–military relations (CMR) by broadening the focus beyond democratic control to encompass other dimensions and levels of analysis. The thesis of this article is that a national security council (NSC) can be a core element for democratic CMR in that it enhances civilian control and the effective implementation of roles and missions.
