This document provides guidance to Federal departments and agencies for use in developing educational and training initiatives to improve the competencies of the Federal security specialist workforce. It provides the range of core competencies that Federal security specialists can possess to perform their basic duties and responsibilities, and establishes a recommended baseline level of skills, knowledge, abilities, and competencies that they should possess.
